Position: Information Technology (IT) Specialist – PROSHOMON
Job Context
- Type of Contract: Fixed Term Contract up to 31 January 2021
- Duty Station: Head Office, Dhaka
- Job Purpose: S/he will be responsible for adaptation and/or development of innovative SMART card based financial support and prepayment schemes for the extreme poor to enable them to access health care services in the urban areas. The successful candidate will work Municipalities, Ministries, health service delivery NGOs to explore options and guide the project team for implementation of planned activities.
Job Responsibilities
- Design and run an effective SMART card based health voucher system to provide health-financing support to urban extreme poor households to access primary health care services: Design and develop a SMART card based health voucher system for urban extreme poor
- Effectively design and maintain the server and terminal: Ensure in country data centre (dedicated lock and key) managed by Linux based Reid controlled data/application server as well as database.
- Procurement of required hardware and software following the standard and guidelines of Concern Worldwide: Prepare detail specification of required ICT hardware and software.
- Detail documentation and required manual, provide required technical and basic training and develop ideas of promotional materials: Ensure detail documentation are maintained of every stages of system development and maintenance.
- Ensure sustainability and replication of health voucher system: Work closely with relevant the government department e.g. Civil Surgeon office, MIS DGHS, MIS department of Municipality.
- Concern’s Policies and Core Humanitarian Standards of Accountability (CHS): Promote and ensure compliance with the requirements of Concern’s Code of Conduct and its associated safeguarding policies and Core Humanitarian Standards of Accountability (CHS) to ensure maximum protection to programme beneficiaries, and to welcome feedback.
- Others: Any other duties as specified by the Line Manager/Country Director.

Educational Requirements
- B.Sc in Computer Science, Graduate or post graduate in Physics/applied physics/Statistics/Mathematics (with proven practical experience in managing similar client, server based SMART cards system)
- Relevant professional certification e.g. A+ (CompTIA), MCSA, MCSE or relevant areas will be added advantage.

Additional Requirements
- At least 7 years progressively responsible work experience in the area of SMART card based Information
- Technology system design, develop and maintenance. Proven experience in configuring Linux server, SMART card reader and finger print reader. Experience in running remote based system for troubleshooting, back up and maintenance.
- Relevant experience in designing databases (MySQL), programming (developing web applications.
- Strong OO design and programming skills in Java
- Knowledge of noSQL, SQLite, MySQL or similar database management system
- Good understanding of OOP programming and design patterns
- Have experience in VueJS, JavaScript, HTML, CSS
- Advanced knowledge in Microsoft SharePoint

Salary
- Annual Gross Salary range: The annual gross salary range will be from BDT 668,928/- to BDT 941,232/-
